Essential Duties and Responsibilities

CSA Program Administration

  • Coordinates and manages the local CSA program in accordance with state and local regulations.
  • Assists the Community Policy and Management Team (CPMT) with policy development, implementation, and revisions.
  • Ensures compliance with Office of Children’s Services (OCS) and State Executive Council (SEC) policies and CSA requirements.
  • Monitors legislative and policy changes impacting CSA operations.
  • Coordinates services among partner agencies and stakeholders.
  • Supports development of strategies to improve service delivery and outcomes.
  • Provides guidance and technical assistance to staff regarding CSA processes and service coordination.
  • Assists in identifying service gaps and developing solutions.
  • Collects and reports CSA program data to support compliance, reimbursement, and outcome tracking.

 

Fiscal Management

  • Assists in development and monitoring of the CSA budget.
  • Prepares and submits reimbursement requests and required fiscal reports.
  • Maintains fiscal accountability and documentation.
  • Develops and manages provider contracts and service agreements.
  • Ensures compliance with fiscal policies to secure state reimbursement.

 

FAPT & CPMT Coordination

  • Organizes and supports Community Policy and Management Team (CPMT) and Family Assessment and Planning Team (FAPT) meetings.
  • Prepares agendas, reports, and meeting documentation.
  • Records and maintains official meeting minutes.
  • Provides guidance on funding sources and service planning processes.

 

Services Unit Support (Secondary Function)

  • Provides hands-on program support to Adult and Family Services programs as needed.
  • Assists with timely completion and documentation of VEMATS assessments.
  • Supports case-related administrative tasks, documentation, and service tracking.
  • Assists staff with workload demands, including coverage during vacancies or high-volume periods.
  • Collaborates with Services Unit staff to ensure timely service delivery and compliance with program requirements.
  • Provides cross-program assistance to support continuity of care and client services.

 

General Duties

  • Maintains confidential client, programmatic, and fiscal information.
  • Collects, analyzes, and reports program and fiscal data.
  • Prepares reports, correspondence, and recommendations.
  • Attends meetings, trainings, and professional development activities.
  • Performs other duties as assigned.

 

Knowledge, Skills, and Abilities

Knowledge

  • Children’s Services Act (CSA) policies and procedures
  • Human services systems, particularly Adult and Family Services
  • Community resources and service delivery systems
  • Government operations and fiscal processes
  • Working knowledge of VEMATS and related assessment tools (preferred)

  • Strong written and verbal communication

  • Computer proficiency (Microsoft Office, case management systems)

Minimum Qualifications

Bachelor’s degree in human services, Social Work, Public Administration, or a related field; supplemented by relevant experience in human services or program coordination; or an equivalent combination of education and experience.

Preferred Qualifications

  • Experience with Virginia CSA programs
  • Experience in Adult and/or Family Services
  • Experience with VEMATS or similar assessment tools
  • Experience working in a local government or social services agency

 

Special Requirements

  • Valid driver’s license
  • Acceptable driving record
  • Ability to maintain confidentiality
  • Successful completion of background checks
