The Human Resources Program Manager is a Non-Represented, Management Classification. This position is responsible for the application of advanced professional knowledge and skills to various human resources and risk management programs. The incumbent provides human resources and risk management expertise with a high degree of independent judgment and decision-making, often in sensitive or complex employee relations and labor environments. This classification is distinguished from the Human Resources Specialist by its programmatic oversight, managerial responsibilities, and policy development authority. It is distinguished from the Deputy Director by the latter’s executive leadership, division-wide strategy setting, and broader labor negotiation responsibilities


 

Typical Qualifications

Education and/or Experience:
Any combination of education and experience that has provided the knowledge, skills and abilities necessary for a Human Resources Program Manager.  A typical way of obtaining the required qualifications is to possess the equivalent of five (5) years of responsible professional experience in human resources and risk management with a government agency; two (2) years in lead/supervisory experience or program management, and a Bachelor’s degree in human resources, public or business administration, or a related field.   Master’s degree and/or HR certification is desirable.
