Job summary

The Ministry of Defence employs over 50,000 Civil Servants. Within that, with responsibility for an annual budget of over 10bn, the Army is a major part of the Ministry of Defence and one of its largest operating centres who employ around 12,000 Civil Servants located at over 300 locations supporting the 110K regular and reserve soldiers across the Army. This Civil Service workforce is diverse, with many different functions and professions ranging from police officers, security guards, trainers, human resources, teachers, and psychologists to storekeepers, financiers, project and programme managers, and policy secretariat staff.

An exciting role has arisen for a Quartermaster in HQ York Garrison, overseeing the running of the Quartermasters Department which includes Imphal Barracks and Queen Elizabeth Barracks Training Centre (QEBTC), Strensall. You will be part of a hard-working, motivated, and enthusiastic team, you will have an excellent opportunity to work alongside civilian and military colleagues providing crucial support and guidance to a military and civilian staff.

York Garrison is the collective term given to the group of barracks based in the greater York area belonging to the British Army.

Imphal Barracks is home to Headquarters 1st (UK) Division, 19 Lt Brigade, 2 Signal Regiment, 3 Army Education Centre and several smaller Army Units.

You will be responsible for the overall supervision and output of the Quartermasters Department, HQ York Garrison. The footprint extends over two geographical sites: Imphal Barracks, Fulford, York and Queen Elizabeth Barracks Training Centre (QEB TC), Strensall, York. The post is a critical enabler in a small HQ Garrison Staff, for the provision and delivery of permanent logistic and infrastructure support to the Firm Base, including close support to Garrison lodger units largely without a logistic presence of their own.

This position is advertised at 37 hours per week.

Job description

The role is involved in the design and delivery of future infrastructure projects and innovation in accordance with current funding lines. It facilitates logistical effort to wider York based and regional Public Military Engagement (PME), including Royal Gun Salutes (RGS) and Remembrance Parades.

You will work alongside the Garrison Staff Officer on Estate matters for the Garrison, acting as Deputy Establishment Manager, focusing on staff outputs and delivery. This includes mediation over accommodation issues for both York and QEBTC.

Key responsibilities:

  • Hold regular booking conferences and supervise allocation of accommodation and training resources and management of contracts with the Defence Infrastructure Organisation (DIO).
  • You will report to Headquarters North as part of a small but professional team.
  • Alongside the Garrison Staff Officer, provide routine Subject Matter Expert (SME) advice to HQ North, including assisting with financial scrutiny, assurance to process and effective prioritisation of tasks.
  • Management and develop a mixed team of military and civilian staff within York Garrison QMs department.
  • Conduct quarterly checks on the department in the areas of Health & Safety, including Risk and Display Screen Equipment (DSE) assessments, training and accident reporting.
  • Ensure all staff undergo the necessary training to enable them to carry out their duties.
  • Act as the prime MJDI (Management of the Joint Deployed Inventory) Material Accountant (MA) for HQ York Garrison accounts.
  • Carry out annual checks and musters and reconciling of accounts.
  • Plan and implement the stocktaking plan, ensuring the annual cycle is finalised by 31 March each year.
  • Maintain HQ York Garrison Write-Off register, and the submission of the quarterly losses return to HQ North.
  • Deliver the output for Handover/Takeover of all accommodation and stores to units on occupying or vacation of HQ York Garrison controlled accommodation both in Imphal Barracks and QEB TC.
  • The Defence Infrastructure Organisation (DIO) is the estate authority for Defence, supporting the armed forces to enable military capability by planning, building, maintaining, and servicing infra-structure.
  • Critical liaison function between Defence Infrastructure Organisation (DIO), Hard FM (VIVO) and Soft FM (Aramark).
  • Coordinate the Balance of Investment (BoI) yearly return in consultation with Quartermaster (QM) 2 Signal Regt (2SR), QM 1 United Kingdom Division (1UKXX) and DIO ready for approval and submission to Headquarters North.
  • Attend twice-weekly site Estate Planning meetings (EPWM).
  • Attend the Monthly Site Infrastructure Monthly meeting (SIMM).
  • Attend quarterly Regional Infrastructure Basing Board meeting (RIBB) at HQ North, Catterick.
  • Act as the Garrison focal point for Infrastructure and Safety, Health, Environment and Fire (SHEF), as an integral member of the Firm Base Establishment Committee (FBEC).
  • Focal point for Infrastructure programme design, expenditure, and delivery advising Commander HQ North directly as required.
  • Liaise with Regional Infrastructure Central (Forward) to improve potential funding lines for works/projects within Imphal Barracks and assure the standard of completed works.
  • Provide G4 support to meet Community Engagement tasks to include, but not limited to; Royal Gun Salutes (RGS) and Remembrance Services.
  • Assume responsibilities of Senior Fund Manager (SFM), being responsible to the Managing Trustee for the routine management of all unit Service Funds and ensuring Fund Managers (FM) remain fully compliant.
